Fengxian to lure firms with ‘Beauty Valley’
SOUTH Shanghai’s Fengxian District will develop itself into an “Oriental Beauty Valley” focusing on the cosmetics and health industries, the district director said yesterday.
A 20-square-kilometer industrial park — equivalent in size to about 2,000 football fields — has been set aside in the outlying district as the core area of the Beauty Valley.
It will serve domestic and international companies producing or researching cosmetics, perfumes and bio-pharmaceutical products, said director Hua Yuan.
Supporting facilities, such as for testing, brand promotion and to exhibit products, will be built across the district, Hua told a seminar on industry development and promotion.
The zone will have a special logo to help publicity and promotion.
More than a quarter of Shanghai’s 250 cosmetics companies are now based in Fengxian, including well-known international brands such as Nu Skin from the United States and South Korea’s Cosmax, alongside local brands such as Pechoin and Jala.
Some hi-tech pharmaceutical companies have also moved into the district, Hua said. These companies contribute more than 1.6 billion yuan (US$230 million) a year in revenue to the district, he added.
The government is also cooperating with the East China University of Technology based in the district to set up a cosmetics test center and a research institute for fragrances and flavors.
“Fengxian aims to develop a complete industry chain from design, to testing, to raw materials sourcing, manufacturing and market promotion for cosmetics and health products by 2020,” Hua said.
The government also plans to offer support services to attract the best professionals from at home and abroad, including help with hukou or residency permit applications, buying houses, health care and education.
And the district will develop a modern sports and arts center, along with parks and luxury hotels near the Beauty Valley.
“We will have the same number of — and even more — recreational and cultural facilities as downtown districts,” said Zhuang Mudi, the Party secretary of Fengxian.
The suburban district plans to have 126 parks, along with more than 100 museums by 2020, Zhuang added.
