THE Pudong New Area government plans to construct an underground garage in central Lujiazui area after the 2010 World Expo to address the shortage of parking spaces.
The area has 78 office buildings and many workers come to the office two hours early to compete for parking spaces that may cost over 1,000 yuan (US$146) monthly.
