Wet weather conditions to prevail until weekend

THE city will continue to be in the grip of wet weather conditions, brought about by the southwesterly warm moisture, well into the weekend with the highs remaining in the mid-teens, forecasters said yesterday.

According to the Shanghai Meteorological Bureau, the city’s rainfall during the period of October 21-November 16 was nearly double the amount compared to the same period in previous years. And the number of rainy days was eight days more than the average and fifth highest in history, since the city began keeping weather records.

“The ongoing conditions can be attributed to this year’s weaker cold fronts and the more frequent collision of warm and cold airs, as well as the contribution of some moisture,” said Kong Chunyan, a chief service officer at the bureau.

The overcast and rainy skies are likely to last for at least four days, with little change in temperatures. The mercury will stay between 13 to 17 degrees Celsius between today and Sunday.

Sunday is marked by the solar term Xiaoxue, or light snow, indicating the snow season has begun.

Though the recent rains washed away the city’s pollutants and brought back nearly perfect air quality, the city government said yesterday it has launched a project to combat the pollution that has been choking the city recently.

Over the past weekend, Shanghai’s pollution level hit “heavily polluted” once while the air quality index climbed above 200 several times. And forecasters suggest such conditions are likely to be repeated often through the year-end.

The project, considered “the toughest” action on pollution control, will be triggered when the weather bureau forecasts two or more lightly polluted days or at least one moderately polluted day over the following 10 days, the government said.

More than 300 local enterprises and factories, which are major pollutant producers, will be expected to start taking measures to cut their emissions on the first of the so-called polluted days.

The measures that will take effect on the 313 firms in petrochemicals, steel, chemical, painting and printing businesses include readjusting their production plan as well as halting manufacturing and construction.

The use of some facilities at a Shanghai Baosteel Group factory were suspended for three days after the air quality turned noxious last Saturday. Eight production lines were also halted.
