Bad care homes face being blacklisted
SENIOR care homes allowing abuse or bullying will be blacklisted for the first time.
Shanghai Civil Affairs Bureau said a blacklist system would be established this year. The care homes would also be blacklisted if accidents occur due to lack of safety or if there are illegal financial activities.
The blacklist will be made public once a year. “A complete credit system targeting the whole senior home industry in Shanghai will be established by 2020, and the aim is to significantly improve the service quality of senior care homes in Shanghai,” said Zhu Qinhao, director of the bureau.
Inspection results, punishment, subsidy and award of senior homes will be put into consideration into the credit system. Under the plan, the first batch of blacklisted senior homes in the city will be announced within this year, according to the bureau.
Shanghai had registered 702 senior care homes by the end of 2016, and the average age of their residents was just over 82 years old.
Other measures also include setting up a service quality supervision and examination system of senior care homes that will cover the inspection of fire protection, food safety and hygiene conditions.
