Customs still No. 1 as civil service jobs lose appeal

THERE was a 20 percent drop in the number of Shanghai candidates sitting the national civil service exam yesterday compared to last year.

Around 24,000 examinees from the city took the exam at 29 locations, compared to some 30,000 at 39 venues last year, data from the application process revealed.

A job with Shanghai Customs remains the most popular choice among candidates nationwide, with 5,662 people applying for just seven jobs in one department.

Nationwide, a total of 1.4 million people had applied to site the annual exam — the lowest number in five years — compared with 1.52 million last year, China News Service reported. And 1.05 million people turned up to take the exam yesterday.

Civil service jobs are favored by many as they offer relative stability, but the popularity of government posts has dropped in recent years.

Some 990,000 candidates took the exam last year, a decrease of 130,000 from the year before, Xinhua news agency said.

The exam is considered one of the most competitive tests in the country, as there are only 22,200 vacancies in national government agencies, their affiliated public institutions and local branches, Xinhua said.

In Shanghai, the number of civil service jobs and the number of applicants for the city level civil service exam also decreased from last year.

Earlier reports said most positions open this year in government agencies above provincial level will require two years’ of grassroots work experience. About 10 percent of all vacancies will be set aside for college graduates who became village officials, Xinhua said.

The decline in vacancies also reflects a national campaign to downsize government bodies, while the drop in applicants is due to tougher requirements, according to experts.

Some 6,684 candidates applied for inspection posts with Shanghai Customs to become the second most popular post in the city.

Apart from the Customs, the other two most popular posts offered by local government bodies were with the Shanghai Entry-Exit Inspection and Quarantine Bureau and the Shanghai Bureau of Local Taxation.

Some 59,000 applicants sat the exam to compete for 4,275 positions in Shanghai government institutes, according to the Shanghai branch of Offcn Education, an exam-oriented training company.

This compares to the 68,000 people who took the exam last year to win one of 4,478 jobs.
