Cyber cafes ignore city smoking ban

CYBER cafes were found to be the worst offenders of anti-smoking law, while for the first time government officials were fined for lighting up a cigarette in a government building, local authorities said yesterday.

Ferries and taxis were also among those failing to comply with the order.

Some 300 smokers were fined at local Internet bars this year, with 18 detained for refusing to stub out their cigarettes when approached by the law enforcement teams, said Yu Lie, deputy director with the Shanghai Public Security Bureau. A total of 299 Internet bars kept ashtrays for smokers while failing to put up no-smoking signs.

Smokers also violated order on local ferries with 32 passengers found smoking during inspections this year. But 29 passengers refused to stop despite being warned. Three of them were handed over to local police for getting violent, said Feng Jianli, deputy director of the city’s traffic committee.

Public transport employees were also among the offenders.

About 100,000 taxis and 12,000 buses were inspected by the anti-smoking inspection team this year. Ten taxi drivers and nine bus drivers were caught smoking on the vehicles and fined a total of 950 yuan, Feng told local lawmakers.

“No passengers were found smoking on the public transport, while drivers tended to light up a cigarette when no one was onboard,” Feng added.

Officials fined

Among the violators were government officials.

Ten of them were fined for smoking in government buildings and 23 government departments were found to have ignored the ban order, said Li Zhongyang, deputy director of the Shanghai Health Promotion Committee.

Li said it was the first time that government officials were fined for smoking in public places in China.

Shanghai imposed a strict anti-smoking law on March 1, 2010, banning smoking in public venues, including hospitals, schools, bars and restaurants.
