CYCLISTS must pay a 200 yuan (US$32.6) deposit to use the free bicycle rental service in Minhang District and will be fined for returning bikes late, under new rules. This is due to an increasing number of bikes that have been damaged or stolen, officials said yesterday. Riders will be fined 1 yuan per hour if they fail to return a bicycle, at a maximum of 5 yuan per day.
