Delegates form a diverse lot

A total of 793 delegates elected from the city's 1.82 million Party members attended the 10th Shanghai Municipal Congress of the Communist Party of China yesterday.

They come from all walks of life, from model workers in state-owned enterprises to founders of private firms, from executives in multinationals to professionals returned from overseas. Also, there are retired people who joined the Party as long as 60 years ago, non-locals who decided to settle down in the city, the disabled and a new generation of Party members who are in their early 20s.

"It is my honor to represent other Party members to attend the congress," said Zhu Xueqin, chairwoman of the workers' union at Shanghai Huari Costume Ltd Co. She is one of the city's millions of migrant workers, and it is the second time for her to attend the congress.

The current CPC Shanghai committee will conclude its five-year term this year and a new committee will be elected during the ongoing congress. Delegates said they will cast a serious vote to select capable leaders for the next term.

To better serve their responsibility, delegates are encouraged for the first time to deliver proposals to improve the works of the Party. Ten delegates can work together on one proposal, said Feng Xiaomin, deputy director at the organization department of the CPC Shanghai Committee. A total of 37 proposals were delivered by late yesterday,
