Graduates’ 2nd kid applications
HALF of Shanghai couples applying to have a second child under a new policy have higher education qualifications, the local health authority said yesterday.
Shanghai last year approved 16,639 second-child applications from couples eligible after the family planning policy was relaxed. This allows couples to have a second child even if only one comes from a one-child family.
Previously, both partners had to come from one-child families.
Of those who applied, some 50 percent had a degree, said the Shanghai Health and Family Planning Commission.
Studies have said this is because couples with degrees tend to have better-paid jobs and can more easily afford to have a second child.
Shanghai introduced the new policy last March. With 370,000 eligible couples, the uptake has been only 4.6 percent — almost half the national average of 9 percent.
Officials put this down to the high cost of raising a child in Shanghai.
