SHANGHAI has mostly completed the work of fishing dead pigs from the Huangpu River, except for along the border between Shanghai and Zhejiang Province, city spokesman Xu Wei said yesterday. The city didn't release the number of carcasses found yesterday, if any. On Thursday, the total was 11,257. Xu said Shanghai plans to set up an emergency system to help ensure water safety.
