PREPAID card users reserved the maximum complaints against hairdressing and beauty service providers in August, with big chain salons like Shanghai Yongqi and Shanghai Wenfeng topping the list. Wenfeng drew the ire of card users after some of its outlets closed without notice and with no refunds, while Yongqi was slammed for transferring the service of some of its outlets to nearby outlets after they closed.
