THIRTEEN people have been detained in relation with a scaffolding collapse last Saturday in northwest Shaanxi Province, which killed 10 workers and injured two, Xinhua news agency reported today
A fault by the workers caused the fatal accident, the government of Xi'an, the provincial capital, said at a press conference yesterday.
Investigation found the workers started to lower the scaffold without using the electric hoist and getting out of the scaffold first, which caused 12 workers to fall from the 20th floor.
Fan Zheng, head of the construction project, and another 12 were detained for causing a major work safety accident, Xi'an police said.
Xi'an government has ordered all construction and renovation sites to suspend operation for three days to do safety checks and eliminate potential hazards.
