2 held for fatal building collapse

TWO people have been detained by police and a third released on bail in connection with a fatal building collapse in eastern province Zhejiang.

A statement yesterday by Fenghua City local government did not identify those involved nor give details on why they had been held.

One person died and six were injured when part of a five-story residential block in Fenghua collapsed last Friday.

A team has been set up to find the cause, while a group led by the local discipline inspection commission is investigating liability.

The government has established that the building, developed by Fenghua Real Estate Development Company, was designed by Fenghua Architectural Design Institute and built by Xiangshan No.1 Construction Company, according to China News Service.

Investigators are conducting interviews and gathering evidence, said the report.

The brick and concrete block was built in 1994 and had been identified as dangerous last December after Typhoon Fitow hit the city.

However, no action was taken, it was reported.

The collapsed part of No.29 Building in Jujing Community was home to 15 households.

Residents from the other 25 households in the part that remains standing and those in four nearby buildings were evacuated.

The part of No. 29 building still standing will be demolished for safety reasons.

However, a compensation scheme is causing friction between the government and residents, reported Beijing Youth Daily.

While some payments have been arranged, residents in the still standing section want more compensation for belongings that will be destroyed in demolition, said the report.

Meanwhile, concerns have been raised about the safety of nearby buildings also built by Xiangshan No.1 Construction.

For while residents in the four nearest buildings were evacuated, householders in other buildings in the same community are not due to be relocated, said the Qianjiang Evening News.

The newspaper said cracks on walls in No.33 building were as wide as two fingers.

Housing quality inspectors from Shanghai, and Zhejiang cities Hangzhou and Ningbo are in Fenghua inspecting similar buildings, with their findings expected late May, said China News Service.

Fenghua has some 200 similar buildings that are home to more than 10,000 people.
