20 jailed over fatal CCTV blaze
TWENTY people involved in last year's deadly Spring Festival fire at the China Central Television headquarters building in Beijing yesterday received jail terms ranging from three to seven years.
A statement released by the Beijing No. 2 Intermediate People's Court, said Xu Wei, former head of the construction office of the broadcaster's new headquarters, was sentenced to seven years.
The other 19 received terms of three years to 6 1/2 years.
Twenty-one people were convicted yesterday but one, Chen Zijun, was freed due to his minor role in the blaze.
Those found guilty included five CCTV staff members - Xu Wei, Deng Jionghui, Hu Debin, Gao Hong and Wang Shirong.
Xu Wei made a sole decision to stage a fireworks show that turned tragic and arranged for others to organize the event from December 2008 until February last year, the court said.
Gao Hong, head of the safety production supervision department at the CCTV headquarters, was jailed for 4 1/2 years for failing to halt the fireworks show after being informed of the plan.
Three staff members from the China State Construction Engineering Corp and three from the Beijing Urban Construction Group were among those convicted.
Warehouse operator Liu Guilan, from north China's Hebei Province, received a three-year suspended sentence for storing the fireworks and ignition devices in an unlicensed premises.
The court statement released no positions of the other nine convicted people, including Liu Faguo, who received 6 1/2 years for choosing the site for the display and arranging the purchase and transportation of the fireworks.
Under criminal law, a person who causes a serious incident while violating provisions of the control of explosive or inflammable material can be jailed for up to three years. In serious cases, the sentence can range from three to seven years.
The illegal fireworks display started the blaze that gutted the 30-story building on February 9, 2009.
A fireman died and six firemen and two construction workers were injured.
Damage was estimated at more than 160 million yuan (US$23.44 million).
