21 officials in Chongqing scandal punished

THE Chinese Communist Party has punished 21 officials in the Chongqing sex tape scandal that went viral over the Internet last year, officials said yesterday.

Lei Zhengfu, the then secretary of the Party committee of Chongqing's Beibei District, was caught on tape having sex with a young woman which was posted online last November.

Lei was removed from his post after the incident and is being prosecuted on corruption charges.

Lei is one of the 21 senior cadres who were punished for their involvement in the scandal that exposed the intertwining of sex, money and politics and the shady ties between real estate developers and local officials.

Fifteen of the 21 are government officials while the rest are executives in state-owned companies. All of them are Party members, Xinhua news agency reported.

Among them, Xia Zeliang, the former secretary of Chongqing's Nan'an District Party committee, and Han Shuming, former chief of the city's Changshou District, are under investigation for suspected economic crimes.

Eighteen others have received warning from the Party but no details about further penalties they may receive.

Lei was sacked from his post last November after he was identified as the person having sex in a 36-second clip with an 18-year-old woman in a hotel room. The woman was later identified as Zhao Hongxia.

Zhao was found to be a member of a criminal ring in which young women lured government officials and company executives into having sex with them and secretly videotaping the sessions.

Real estate developers used the tapes to blackmail them and win contracts.

Last Thursday, Zhao and five other members of the gang were charged with extortion. Police said they had extorted 5 million yuan (US$811,886) from two government officials involved the scandal. One of them is Lei, who reportedly was told to pay up 3 million yuan.

The identity of the other person was not disclosed. But Shandong-based Qilu Evening News quoted an unidentified source that the second person was Zhou Tianyun, the former president of state-owned Chongqing Real Estate Group.

The newspaper claimed that Zhou had sex with a woman surnamed Tan in 2008.

The gang's ringleader has been identified as Xiao Ye. Xiao and other gang members broke into the hotel room and caught Zhou and Tan "in the act." Zhou was forced to pay 2 million yuan.
