3 detained over traffic cop death
THREE men were detained for allegedly beating a traffic policeman to death in Dalian, northeastern Liaoning Province after a police assistant tried to stop a traffic violation by one of the suspects who was driving a car, Beijing Times reported yesterday.
Driver Han Fangyi, his father Han Jiamin and a relative, Zhou Shengqiang, have been detained for allegedly assaulting police officer Shi Yingcai on May 1, who later died at a local hospital, according to the newspaper citing the Dalian Public Security Bureau.
Dalian police said Shi was leading a team maintaining traffic order on Hongqi Road M. on the morning of May 1. An initial investigation showed Han Fangyi ignored traffic regulations at a busy intersection and refused to follow the direction from police assistant Fu Jianwei.
After Fu accidently touched the rearview mirror on Han's car, Han started to hit the police assistant. Seeing the conflict, Shi rushed to mediate, Dalian police said.
At 11:34am, Han's father Han Jiamin and his relative Zhou arrived on the scene and Zhou struck Fu in the stomach with his knees. When Shi tried to protect Fu, the trio turned to assault the officer until a back-up force came to the rescue, the newspaper reported.
The 32-year-old Shi was rushed to a nearby hospital and stopped breathing at 1:10pm.
As an online post exposed Han's father as a rich real estate developer and his uncle as a senior police officer, Dalian police revealed the identity of the suspects yesterday.
According to police, Han Fangyi, 24, is a student of a Beijing performing arts college and his father is in the construction business. The third suspect, Zhou, is unemployed.
Police confirmed Han's uncle is deputy director of a district public security bureau. An investigation team has invited prosecutors and legal medical experts to jointly look into the case to ensure fairness, according to the newspaper.
The newspaper reported Shi had won dozens of awards for his outstanding work and had a 10-month-old daughter. When the incident happened, his family were waiting for him to come home for lunch.
