4 detained over building collapse that killed 9 workers
POLICE detained four people who are responsible for a collapsed building which killed nine people and injured 13 others yesterday in Guiyang, capital of southwest Guizhou Province, China News Service reported today.
Guiyang police said a couple, a land owner and a construction contractor were detained after an unfinished, four-story dormitory building caved in yesterday, burying workers in a pile of rubble.
Police said Xu Xianyong and his wife from Zhejiang Province rented the land from a villager named Huang Shengfei to build the dormitory for their plastics factory workers and hired Fang Yanjun as the dormitory manager.
Without a government approval, they started the construction using cheap materials, which some local villagers said were only fit for building the pig shed.
