4 detained over collapse
POLICE detained four people in connection with the collapse of an unauthorized building in which nine people died and 13 others were injured in southwest China, China News Service reported yesterday.
Police of Guiyang City, Guizhou Province, said a couple, a landlord and a construction contractor were detained after the four-story half-built dormitory collapsed, burying workers underneath on Monday, Police were told the couple planned to build the 400-square-meter dormitory for employees of their future plastics factory.
They rented the land from a local farmer, Huang Shengfei, and hired Fang Yanjun to take charge of the building.
Without any government assessment or approval, the project was said to have used low-quality materials, which many residents described as only suitable for pigpens and toilets. The building suddenly collapsed at 11am, burying more than 20 workers inside.
