4 sentenced for university graft

A VICE president of a university in east China was sentenced to death with a two-year reprieve on Thursday after being convicted for pocketing bribes worth millions of yuan in dealing with college infrastructure projects.

Hangzhou Intermediate People's Court found Xia Jinrong, from Zhejiang Sci-Tech University, guilty of taking bribes.

Shen Ding, Xia's subordinate and accomplice, was sentenced to life in prison for taking and offering bribes, and embezzlement.

It was the biggest ever graft case in Zhe°?jiang universities, according to Legal Daily.

Xia's supervisor, Bai Tongping, the university's former Party secretary, was also involved in the case and has been sentenced to 11 years behind bars for taking bribes.

Chen Songshu, head of the university's infrastructure division, was convicted of accepting kickbacks and given 10 and a half years in jail.

Construction firms offered bribes to the four to win bids for the university's building projects, the report said. A routine audit in 2006 by provincial authorities found something wrong in the accounts of a design firm affiliated with the university.

Shen was the head of the firm, which had a turnover of more than 20 million yuan (US$2.92 million) but had never paid a cent to the government in seven years.

Auditors also found Shen misused about 650,000 yuan to buy houses under the names of his wife and mother.

They asked Xia and Bai whether Shen's firm was a subsidy of the university but were told it maintained separate accounts and operated independently.

However, prosecutors later found Xia and Bai lied as the firm had never been separated from the university.

Investigator found Shen had undertaken the university's decoration projects, worth 1.4 billion yuan.

They then filed an investigation on Chen, who was in charge of college building projects. Chen was found guilty for taking more than 130,000 yuan from a dozen builders, who also admitted offering bribes to Xia.
