49 sent to prison for deadly Tianjin blasts

COURTS in north China’s Tianjin City sent 49 people to prison yesterday — 24 company managers and staff, and 25 government officials — for crimes that led to warehouse blasts which killed at least 165 people.

On August 12, 2015, a series of explosions ripped through a Ruihai Logistics warehouse in Tianjin, leaving 165 people dead, eight missing and 798 injured. The blasts also damaged 304 buildings, 12,428 cars and 7,533 containers.

The  Higher People’s Court of Tianjin ruled the blasts an accident with “extraordinary seriousness,” with Ruihai bearing major responsibility. The company ignored safety and planning rules by illegally setting up a hazardous materials storage yard. “Management was chaotic, and safety problems persisted,” the ruling said.

Officials in government agencies involved in transport, ports, customs, industrial safety, planning and maritime affairs were guilty of dereliction of duty and abuse of power. Tianjin Zhongbin Haisheng provided counterfeit safety evaluation papers.

Yu Xuewei, Ruihai’s chairman, was found guilty of bribing port officials with cash and goods worth 157,500 yuan (US$23,200) to obtain a certificate to handle hazardous chemicals.

Yu was convicted of illegal storage of hazardous materials, illegal business operations, causing incidents involving hazardous materials, and bribery. He was sentenced to death with a two-year reprieve.

The company’s deputy chairman and general manager and three other employees were sentenced to terms ranging from 15 years to life. Seven Ruihai staffers directly responsible for the incident were sentenced to between three and 10 years.

Eleven Tianjin Zhongbin Haisheng staff were also jailed.

Twenty-five officials, including the head of the city’s transport commission, Wu Dai, were sentenced to prison terms from three to seven years for dereliction of duty, abuse of power and accepting bribes.
