Aiding suspected bigamist fells 14 officials

FOURTEEN government officials have been punished for abetting a former district legislator accused of polygamy and fathering 9 children illegally in northern China's Shanxi Province, Xinhua news agency reported yesterday.

Also, the former legislator, Li Junwen, 43, has issued a statement denying some of the charges against him.

The punished officials include the Party chief of Xiwenzhuang Township, the head of the township police station, and several family planning officials in the township and district.

They were admonished, demoted or fired after being accused of helping Li's illegitimate children obtain residence registration, as well as failing to properly examine his legislative qualifications, Xinhua said. Some suspected of dereliction of duty have been transferred to judicial departments for criminal investigation.

Li, a former deputy to the Xiaodian District People's Congress in the provincial capital Taiyuan and former head of the village of Xicuan, was found by investigators to have four wives and 10 children.

Initial investigation found that Li married Hu Yongxian in 1989 and had four children with her. Then, he had six more children with another three women, police said.

Li forged a marriage certificate when helping one of the three obtain a residence registration. Nine of his children obtained residency certificates improperly, according to officials.

China's marriage law forbids polygamy and its family planning policy allows a second child only under special circumstances.

Li denied violating the rules, saying he just helped the children obtain benefits in the village, Legal Weekly reported.

"Hu Yanyan and Li Honghong have husbands, and Wang Fumei hasn't gotten married," he added.

He said he had asked the former head of Xiwenzhuang Town family planning office, surnamed Xu, and the former police chief in the township, surnamed Wen, to issue birth and residency certificates for nine children, Legal Weekly reported.

Li was detained on December 8 after being accused of forging a marriage certificate. He was removed from the district legislature the next day.

Li also has been accused of orchestrating 11 intentional injury cases, according to Legal Weekly. Police cracked five of the 11 cases and apprehended 20 suspects, all of whom said they were recruited by Li.
