THE civil aviation regulator is planning to use auctions and draws to allocate plane flight times to domestic carriers in a bid to break monopolies and fight corruption. The aviation administration said it will Introduce trial schemes at Pudong International Airport and Guangzhou Baiyun International Airport from next year.
