Anti-corruption app sees surge in tip-offs by phone
Using a mobile phone, a whistleblower told China’s top discipline inspection agency about an expensive local government office building alleged to have flouted the central leadership’s frugality policy.
It was among the first in a number of tip-offs to the Central Commission for Discipline Inspection since it added a new function to its mobile phone app last week to gather reports of low-level corruption and minor discipline violations.
Previously, the agency said it received a daily average of 250 to 300 tips-offs through its website and phone app.
On the day the new function was launched, the number increased to 1,033, with 67 percent of them from mobile phones.
“At one point, we were getting three tip-offs a minute,” according to a CCDI official.
In the case of the office building, the official, who didn’t want to be named, said: “The informant sent clear details and the case was clear-cut. So we handed over the lead to investigators in about 10 minutes.”
Mobile phone users can post under 11 categories including spending public money on food and travel, hosting weddings and funerals, the misuse of official vehicles, building new office buildings without permission and visiting private clubs.
Whistleblowers can post post text and upload photos and videos as evidence.
To cope with the increased number of tip-offs, the CCDI plans to add manpower, update its computer system and streamline coordination among divisions.
Since the current leadership launched its anti-corruption campaign, both senior leaders and minor bureaucrats have been exposed.
The discipline agency regularly names and shame officials and government departments who commit minor discipline violations.
In 2014, discipline inspection agencies nationwide punished more than 20,000 officials.
