Autopsy finds cop shot victim twice

A POLICEMAN under investigation for shooting two villagers dead last week in Guizhou Province fired two shots at one man before he died, an autopsy has found.

Guo Yonghua and his cousin Guo Yongzhi, from Anshun City, were shot dead by deputy police chief Zhang Lei during an alleged brawl, Wuhan Evening News reported today.

An autopsy found that Guo Yongzhi was shot once in the leg and once in the head before he died, contrary to a previous police statement saying Zhang shot each victim once after they tried to snatch his gun.

China's restrictions on police gun use would make Zhang a murder suspect if he shot a second bullet after his first disabled the victim, said Xu Jianguo, a lawyer representing the Guo family.

Anshun City government today said the two victims were both drunk when they were shot dead. An official investigation found that Guo Yongzhi was very emotional at the scene and tried to take Zhang's gun.

But when asked whether Zhang shot Guo Yangzhi unnecessarily for a second time, the government spokesman said police are still investigating.

Zhang's colleagues described the police chief as hot-tempered, saying he had only won a gun permit a month before the incident.

The government has offered each family compensation of 350,000 yuan (US$51,276) after they initially asked for 70,000 yuan.

"What happened here is a police officer who vowed to protect the rights of taxpayers, shot taxpayers dead, and used taxpayer's money to make the case go away," said lawyer Xu.
