Beijing charity accused of selling invoices for tax reduction

A whistleblower claimed it was a hidden rule for donors to donate extra cash to the China Charity Federation in exchange for special invoices for tax deduction.

Under regulations, companies or individuals who donate cash or goods to the China Charity Federation could receive special invoices, allowing them to apply for tax reduction later.

However, donors were obliged to donate extra cash to the organization or they wouldn't get the invoices, alleged Luo Fanhua, the former secretary of the education division of the Copyright Society of China, the Beijing Times reported today.

Luo claimed he didn't get the tax-reduction invoice of 15 million yuan (US$2.35) until he paid another 50,000 yuan to the charity organization in April. He said he had to donate another 80,000 yuan cash to get a 17 million yuan tax-reduction invoice last year.

Luo said that once someone made extra cash donation, the China Charity Federation would provide the tax-reduction invoice immediately, barely taking the trouble to check if the donated goods had been delivered or not.

CCF responded that it was unaware of the hidden rule and would look into the allegations.
