Beijing curbs cars within Fifth Ring Road
VEHICLES with non-Beijing license plates are banned from entering the capital's central areas during rush-hours from today, as a new set of traffic rules took effect this year.
On working days, cars without Beijing plates must apply for a permit to enter the capital and are denied entry within the Fifth Ring Road that encircles the city about 10 kilometers from the city centre, from 7am to 9am, and from 5pm to 8pm, according to Beijing traffic authorities.
The restrictions on non-Beijing cars are part of the new rules entering into force on the New Year's Day as the capital steps up its battle against growing traffic woes, according to a statement by the Beijing Municipal Commission of Transport.
Beijing is scaling back new car restrictions by allowing only 240,000 vehicles to be registered for 2011, nearly one third of last year's total.
Private cars account for 88 percent of the quota, or fewer than 18,000 plates per month, which is expected to fuel competition among buyers.
Car buyers need to apply online before the eighth day of every month to take part in a government-run lottery to win a plate.
