Beijing to restrict car plates next year

BEIJING officials today announced a new package of measures to ease traffic jams including the issuance of only 240,000 car plates next year.

The new policy takes effect on January 1 and officials estimate the car-plate plan will reduce the number of new automobiles on the city's roads by at least two thirds in 2011 compared with this year, when Beijing added some 700,000 registered cars.

Drivers meeting certain standards will have to register to participate in a monthly car plate allotment before the 6th day of every month. A random selection will determine the residents who receive one of 20,000 car plates available each month, the Beijing Municipal Commission of Transport said.

In addition, 88 percent of the 240,000 plates will be for private-use cars, 2 percent for commercial use and the remainder for other agencies, which is expected to fuel more competition among car buyers.

Officials confirmed that car owners do not need to pay to participate in the plate allotment, which means the price of a license plate will remain less than 1,000 yuan (US$147).
