Better response to terror threat needed

CHINA must step up counter-terrorism efforts, the head of the national antiterrorism group and China's police chief said during an inspection of major public and private venues.
During a two-day trip to southwestern city of Chongqing, police chief Guo Shengkun inspected residential communities, logistics and courier offices as well as railway stations and urged officials to strengthen security at "key venues."
"We must speed up the establishment of a multi-dimensional social security system, pool resources, expand connectivity of all infrastructure, heighten alert, prevention and emergency response" to terrorism, Guo said just days after terrorists killed 129 people in Paris.
The police chief said enterprises, public institutions, social groups and the general public at large should all be included to safeguard security.
Authorities should also better cope with "new requirements raised by ‘Internet Plus’ to public security.”
Internet Plus is an action plan unveiled by the State Council in July, which identified logistics, services and e-commerce, among others, as areas that could mold information technology and traditional sectors into one force.
A balance must be struck between encouraging innovation and risk prevention, Guo said.
