Bribery charges after massive teacher transfer
TWO top education officials in central China's Hunan Province were investigated by police after they transferred 167 teachers from the countryside to Leiyang city in one day.
He Hongxing, vice head of Leiyang's education bureau, was arrested for allegedly taking bribes in the massive transfer order. Bureau head Wang Zongjiang was placed under double-designated status, Beijing-based Legal Daily reported today.
Double designation is when a Party official is ordered to answer allegations of disciplinary violations or corruption at a designated time and place.
Leiyang education authority signed 167 transfer orders on March 3 for teachers in countryside schools. The massive transfer attracted suspicion of corruption.
An Internet post said the transfer created chaos in countryside schools. Some schools were forced to let students go home because there were not enough teachers.
But Leiyang education authority fought back on March 15 saying the transfer was normal.
Officials said in a statement that they were surprised that the transfer orders could attract such criticism, claiming it was absolutely normal as countryside students have been flocking into the city to go to school. The statement called the decision wise and well organized.
But one month after the statement, prosecutors arrested He Hongxing on charges of taking bribes from the teachers waiting to be transferred. The newspaper also cited an unnamed source saying that Wang Zongjiang was also under investigation.
The 167 teachers were all sent back to their original schools as volunteer teachers, the bureau's human resources official Liu Xiaohong told the newspaper. She said she had no idea when these teachers would start working in the city.
