Bus tragedy school loses license

AUTHORITIES in Zhengning County, Gansu Province, have revoked the license of a private kindergarten devastated by the deaths of 21 children and staff in a minibus crash on Wednesday and will open a government-supported preschool on the site.

Staff have been selected from public preschools across Zhengning, the county government said in a statement last night, adding that the new school will open within days.

The school, Xiaoboshi Kindergarten, will be renamed Yulinzi Kindergarten.

State radio said yesterday that the school is scheduled to open on Monday.

Three psychotherapists will be offering counseling to children there, said the government statement.

An oil refining plant has donated a 45-seat bus to the school, it added, as buses run by the kindergarten are suspended.

Meanwhile, Qingyang City, which has jurisdiction over Zhengning County, said yesterday that it will inject nearly 700 million yuan (US$110 million) over the next five years into the construction of between 155 and 200 new public kindergartens citywide.

The overloaded minibus collided head-on with a truck in Zhengning's Yulinzi Town on Wednesday morning , killing 19 kindergarten pupils and injuring 43. The bus driver and a teacher also died.

The nine-seater was crammed with 62 children.

In the aftermath, according to Zhengning County Education and Sports Bureau documents, operations at the kindergarten were "paralyzed," with more than 700 children missing class.

The kindergarten's buses will not be returned to service until the traffic department has examined them all and trained drivers, said officials. The preschool has about 720 students now.

In the meantime, an official told China National Radio, the bureau is arranging qualified vehicles to ferry the children.

It has also been reported that the families of each child who died in the crash will receive up to 436,000 yuan in compensation. The sum included 200,000 yuan of government aid.

Overloading was found to be a common practice on the kindergarten's buses, bringing in pupils from rural areas.

"The overloading was not because drivers were greedy and wanted to make money," said parent Zhang Shifeng. "It's because there are too many children and too few buses."

An investigation found the minibus had been illegally refitted by the kindergarten, with all seats removed except for the driver's. Some children stood, while others sat on stools they brought.
