Car plate auction not an option for Beijing

BEIJING said it has no plan to introduce the license plate auction system that helped Shanghai to limit the volume of vehicles, amid speculation that the capital may resort to economic measures to solve its traffic woes.

Beijing Municipal Committee for Transportation said it will continue to focus on expanding the mass transit system in the city through better planning and believes it is a long-term cure for the city's clogged roads and air pollution, Beijing Times reported today.

Speculation is rife that the cost for car ownership will go up because officials indicated they would take certain measures to put a cap on the number of private cars, over 80 percent of the city's total, during a urban planning forum on October 20.

Currently, Shanghai is the only city in China to auction car plates with the aim of lessening pressure on roads. It began the practice in 1994. Car plates are sold by "silent auction" -- where buyers submit their bids without knowing what competitors are offering. The highest bids secure the plates.
