Cash-for-butt policy draws controversy

THE government of a small city in northwest Shaanxi Province won't call off a campaign to reward residents for collecting cigarette butts in an attempt to win nomination as a national "clean city" despite a lot of controversy.

Thousands of people, especially old folks, have been motivated by Xianyang City's policy that rewards 0.05 yuan for each cigarette butt picked from the street, Chinese Business View reported today.

Local authorities promised the policy would last till the end of this year although some people tried to take advantage of the policy by ordering a large amount of cigarette butts from Internet cafes and game rooms to trade for money. Rag pickers were also among the group.

To cope with the problem, the city authorities attached more requirements to the policy. Personal ID cards and a proof from a street cleaner that the butts were collected from the street are required.

The authorities said the campaign had started to bear fruit. They have paid over 100,000 yuan to residents since the policy was initiated on September 18. Fewer cigarette butts could be found on the street.
