China adds 6 people to its list of terrorists

CHINA'S Ministry of Public Security has added six men to its list of terrorists, accusing them of being behind attacks in the far west Xinjiang Uygur Autonomous Region.

The ministry said the men are key members of the East Turkestan Islamic Movement, an international terrorist group.

It said the men had recruited and trained members for the organization, provided funding and incited violence, including suicide bombings.

The six - Nurmemet Memetmin, Abdulkyum Kurban, Paruh Tursun, Tursunjan Ebibla, Nurmemet Raxit and Mamat Imin Nurmamat - have had their funds and assets frozen, the ministry said.

They had planned and carried out terrorist acts against Chinese targets within and outside the country, the ministry said.

All six are still at large and the ministry expressed the hope that foreign governments and their law enforcement departments would help arrest them and hand them over to the Chinese authorities.

The ministry said the six had set up terrorist training camps in a South Asian country, which it did not name, and raised funds to purchase explosives. The violence they incited included attacks on people in the street.

Nurmemet Memetmin, 47, was said to be one of the founders of the ETIM in 1997. He published text and video statements on the Internet as its commander in August last year.

He set up a terrorist training camp in a South Asian country in 1997 and acted as a military instructor, the ministry said, training dozens of terrorists, some of whom later became ringleaders, military instructors and core members. He was given a 10-year jail term in 1999 in the South Asian country, but escaped in 2006.

He sent a member named Memtieli Tiliwaldi to China in 2007. Memtieli Tiliwaldi and other terrorists staged a series of murders, bombings and arson attacks in Kashgar, Xinjiang last July, resulting in the death or injury of many civilians and police officers.

Nurmemet Memetmin posted an online statement last August, saying the movement had carried out the attacks.

Abdulkyum Kurban, 30, has been inciting extremism and terrorism since 2009, the ministry said. In video statements last August and October, he inspired extremists and terrorists in China to conduct suicide bombings and hack civilians with cleavers, according to the ministry.

Paruh Tursun, 40, and Tursunjan Ebibla, 31, are accused of taking part in the movement and instigating terrorist acts.

Nurmemet Raxit, 42, is accused of recruiting terrorists, assisting with the production of propaganda videos and providing funds for terrorist acts.

Mamat Imin Nurmamat, 29, plotted arson attacks and murders in Shache, Xinjiang in July 2009, but these were discovered and prevented by police.

In October 2009, he and other terrorists accidentally caused an explosion while making bombs in Shache, which left one man dead and one injured.

He fled China after the explosion.

He is said to have received terrorist training in a South Asian country and recruited members after he left China.

Chinese police have struck the movement a heavy blow in recent years by cracking dozens of cases and foiling attacks, said a ministry spokesman. However, the group was still disseminating propaganda and inspiring members in China to stage terrorist acts.

The group is the most direct and real safety threat that China faces, the spokesman said.
