China considers scrapping hukou for new permits

A DRAFT regulation on new residence permits has taken shape, Vice Minister of Public Security Huang Ming said yesterday in Beijing.

The ministry is soliciting public opinions on the draft rules and will submit a final version to the State Council for examination "as soon as possible," Huang said.

At present, the country's household registration system requires every Chinese to have a hukou. Every Chinese must be registered in a household and this hukou is closely related to social security benefits.

Different places provide different social welfare policies.

The current system has long been considered as hindering people from migrating, especially those from rural areas. It prevents them from settling down in cities and enjoying the benefits that hukou holders receive there. Several big cities have tried to adopt a new residence permit system to improve household registration. A person can apply for a residence permit in these cities without getting a hukou and receive the same social security benefits.
