China issues school bus safety regulations

THE State Council, China's cabinet, today issued the School Bus Safety Management Regulations following a series of traffic accidents.
The regulations require local governments to ensure students attend schools nearest to their homes or go to boarding schools to minimize road accidents.
In the rural areas where schools are distant and public transport is unavailable, local authorities should take measures to ensure students have access to school buses.
The new rules also define the responsibilities of schools and bus providers for the safety of students, and set technical standards for school buses and strict requirements for drivers.
School buses will have the right of way on the road with a speed limit of 80km per hour on highways and 60km per hour on normal roads. Under no circumstances can a school bus get overloaded.
People involved in unlawful school bus services or uses will be held legally and possibly criminally responsible, according to the regulations.
In the latest school bus accident, two children were killed and 15 others were injured when an overloaded school bus slammed into a truck in Yangchun, south China's Guangdong Province yesterday.
