China must catch up in innovation

CHINA is not short of scientists capable of innovation, but it needs more companies able to innovate and commercialize technology, Wan Gang, China's Minister of Science and Technology, said yesterday in Shanghai.

He also stressed the country will continue to embrace foreign investment in China's development of high technology, putting foreign firms on a level playing field with domestic companies.

"China plans to further expand cooperation with the international community and foreign investors in the next five years to improve our ability of innovation," Wan said at the Pujiang Innovation Forum which started yesterday.

The Pujiang Innovation Forum, an initiative between the Ministry of Science and Technology and the Shanghai municipal government, is an international forum dedicated to research on innovation strategy and policy.

A dependency on innovation and technology advancement to boost the country's economic restructuring has been written into China's 12th Five-Year Plan starting next year. China aims to become less reliant on exports of low-value products to support its growth.

"Foreign investors will be treated exactly the same as their Chinese counterparts in the process," Wan said.

China's indigenous innovation policy, released last year in a bid to encourage innovation among domestic companies, triggered a worry among foreign firms that it might lead to unfair market conditions.

Wan ruled out such possibilities, saying China needs foreign investment more than ever when the country is eager to sharpen its innovation and technological development abilities in this post-crisis era.

China will continue to support foreign firms in setting up research and development centers in the country, and enhance efforts on intellectual property protection, Wan said.

He also emphasized the role of companies, and urged Chinese firms to be more innovative in terms of commercializing technology.

"China is not lagging behind in technology development, but we should catch up with other countries in how to launch technologies onto the market," Wan said.
