City builds villas for civil servants

A CITY government in Shandong province has allocated two pieces of land at top locations in the coastal city to build 3,500 houses for civil servants, a Beijing-based newspaper reported today.

Civil servants at Rizhao city government departments can get apartments of at least 120 square meters to villas of 200 square meters according to their rank, buying them at 3,800 yuan a square meter, which is far below market level, according to the Economic Information Daily report.

The houses in two compounds under construction are in the central business district of the beautiful coastal city, with parks and a lake nearby.

The 200 villas in the east compound are for top city leaders while the 3,300 houses in the west compound are 120 square meters and 150 square meters for officials at section or director levels.

The average price of these houses are 3,800 yuan a square meter while the market price for apartments is from 5,600 to 8,000 yuan a square meter, with villa prices much higher, according to the report.

Some officials have asked for a transfer fee of 200,000 yuan for an 120 square meter apartment in the secondary housing market. These officials usually have two or more apartments, the report said.

About 21,000 families have no houses or find it too expensive to buy homes in Rizhao, sparking an online outcry and outrage from local residents.

Government workers are usually regarded as well paid in China with benefits in medical cover and social security.
