Clandestine jail for petitioners busted by Beijing police

A former security guard was arrested for running an illegal detention center in suburban Beijing and getting paid by the governments of five cities and provinces to hold people who went to Beijing to submit petitions to higher authorities.

The man, whose name was not revealed, hired 15 guards and turned a residential building in Changping District into a secret detention center, Beijing Public Security Bureau Deputy Director Zhang Bing told at a press conference yesterday.

The offender signed contracts with five local governments in the name of helping them maintain social stability and sent his guards to kidnap petitioners who came from those five places and locked them up in the illegal facility, Zhang said.

One guard surnamed Wang tried to persuade his boss to stop his illegal business, but got beaten up and died of a three-hour torture, the Beijing Morning Post reported.

Beijing police raided the facility in August, caught all of the suspects and freed the people held in confinement.
