Clean industrial production to be a priority over next 5 years

CHINA will promote clean industrial production, low-carbon development and energy conservation to ensure sustainable growth in the next five years, the Communist Party of China said yesterday.

According to proposals released by the CPC Central Committee on the 13th Five-Year Plan (2016-20) for national economic and social development, the nation “will stick to green development and strive to improve the environment.”

Traditional manufacturing will be steered along an environmentally friendly path, a low-carbon production system will be established and businesses will be encouraged to upgrade their technology, it said.

A development fund will also be established to promote clean production through clean energy, green transportation, the control of carbon emissions in major industries and a circular economy.

“China will advance the energy revolution,” through better technology and use of non-fossil fuels, the document said.

Clean energy, including wind power, solar energy, biomass energy, hydropower and geothermal energy will be highlighted, while nuclear power will be developed in a safe and efficient manner, it said.

Exploration rights

The country will open exploration rights for natural gas to more companies, and encourage the exploitation of shale and coal bed gas.

Low-carbon public transport will be boosted by an improved rail transport system along with new-energy vehicles and green construction materials.

“China will actively control carbon emissions,” especially in major sectors such as electricity, steel, construction materials and the chemical industry, the document said, adding that it will also promote the conservation of energy, water and land resources.

The country will also “implement the strictest water resource management ... and pilot a crop rotation and fallow system,” it said.

A system for allocating pollution rights, carbon emission rights and energy and water use rights to businesses will also be established.

China will ban commercial logging of natural woodlands and improve forest growing stock, the document said.

It will also improve the protection of endangered species through breeding centers and gene banks, while improving the management and control of wildlife imports and exports, including ivory.
