Coal miner case bares police nexus

Police in Laiwu City, east China’s Shandong Province, provided fake evidence to prosecutors in seeking approval for the arrest of a coal miner, who was detained for 50 days for his alleged involvement in a brawl fuelled by unpaid wages.

An initial investigation found that Zhang Zhengyou and 70 other workers of Gengqinggong Coal Mine in Laicheng District had not received income amounting to 2 million yuan (US$329,400).

But police in Fangxia Town accepted hardcopies of four receipts, fabricated by coal mine officials, which showed the salaries had been paid. And police asked prosecutors for permission to arrest Zhang on charges of stirring up trouble, the city government revealed yesterday.

A local officer, Shen Xiaoyuan, admitted he handled the case, but said he couldn’t remember any details when asked about the receipts. He didn’t say whether he had seen the original receipts or where he got them. He just denied having offered fake evidence, China Central TV reported.

The Party discipline watchdog in Laicheng has launched an investigation, while an unidentified police officer has been placed under “double designation,” an investigation procedure in which Party members are ordered to confess or explain wrongdoings at a designated time and in a designated place.

In an interview with CCTV, Liu Guangzheng, deputy police chief of Laicheng, said three police officers have been suspended from their posts and are being investigated for dereliction of duty.

After the coal mine officials admitted forgery, police quashed Zhang’s case on Sunday.
