Complainant 'murdered in government offices'

THE family of a former village official claim he was beaten to death in a county government building in central China's Hunan Province and his body dumped in a river.
The body of You Ji'an, 52, was found in the Zijiang River on June 13, five days after he lodged a complaint with Xinhua County government, reported the Beijing Times yesterday.
You was found to have two fractured ribs and bleeding on the brain.
Surveillance camera footage shows four guards dragging a motionless You out of an elevator at the Xinhua County government building into a waiting car.
You's family says this proves he was beaten to death and his body dumped.
But Xinhua County says the former Party secretary of Foguang Village was lying down in protest at being taken back to Youjia Town headquarters, near his home.
You's son says he does not believe his father would have acted in this way.
A post-mortem concluded that You drowned and that the rib fractures occurred while his body was in the river.
You had lodged several complaints with the Xinhua electricity bureau after surgery left him disabled.
The former electricity meter reader asked the bureau to reinstate him, the report said.
Adding to the mystery of what happened to You, surveillance camera footage at Youjia Town government building shows a man matching You's description arriving there at 1:00am on June 9.
You's son insists the man in the footage is not his father.
Chen Zhongbin, a Youjia Town officer, initially said You walked into the building unaided.
However, Chen later changed his story, claiming that You appeared "totally insane" when he arrived and had to be helped by two men, the report said.
You's family have refused an offer of compensation.
