Concern over officials' lack of life experience

MORE than 90 percent of Chinese think young officials of the Communist Party and the government should have more experience of life before they are given decision-making powers.

An online poll conducted by www.people.com.cn and cpc.people.com.cn found that 93.9 percent of 2,264 respondents agreed "the experiences of most young officials are relatively limited."

More than 55 percent of 3,667 respondents agreed "the grassroots-oriented principle" should be given priority in the appointment and cultivation of young officials.

The moral character and political integrity of young officials were also concerns. More than half of 2,430 respondents said they needed to improve their self discipline In online comments, many said most young officials were selected by academic grades rather than practical skills, which made them less competent in real work.

Some complained that too much time in academia made decisions by the elite too scholastic and "airy" and the lack of grassroots experience led to a lack of awareness of public feeling.

They also blamed problems such as corruption on the defects in the moral and political character of young officials.

The Communist Party of China has attached importance to fostering young officials since the 16th National Congress of the CPC in 2002. After the 17th National Congress of the CPC in 2007, a series of significant measures regarding the education, cultivation, selection and supervision of the young officials has been set down.

The People's Daily reported yesterday that 71.5 percent of officials in the Party and government departments were younger than 45 and 30 percent were under 35 at the end of 2007.

Officials with junior college degrees or above accounted for 87.5 percent of members in authority, up 78.2 percent from 1978.

In February, the CPC instituted "The 2009-2020 National Plan for Building Officials Contingent in the Party and Government Departments."

The plan is concerned with officials' ages, an emphasis on "political integrity and ability, with political integrity first" and grassroots experience.
