Congress works on growth goals, vows to uproot hurdles for reform

The Communist Party of China will formulate goals, strategic targets and guidelines for future reform and opening up at its upcoming national congress and vows to eliminate all ideological and institutional hurdles in the way of scientific development, a spokesman said yesterday, a day before the congress opens to usher in a leadership change.

Calling reform and opening up a distinctive feature of China in the new era, Cai Mingzhao, spokesman for the 18th CPC National Congress, said at a news conference that upholding and developing socialism with Chinese characteristics also depend on reform and opening up.

"The Communist Party of China has shown its clear-cut attitude in advancing reform and opening up," said Cai.

The Party shall unswervingly advance reform and opening up, stay away from rigidity and stagnation and never vacillate, he said.

China's future reforms will revolve around some important sectors, improving the country's basic socialist economic system, socialist market economy mechanism, basic distribution system, socialist democratic system, cultural management system, and social management system, he said.

"Going forward, China will emphasize more on top-down designs and the building of supporting systems for the benefits of the people and provide more solid impetus for the national campaign of building a moderately prosperous society," Cai said.

He said the Chinese people will enjoy greater democracy in the future as the country proceeds with reform of the political system, but political restructuring should be advanced according to national conditions.

"We can be sure about the advancement of political structural reform in China, people's democracy will be expanded, socialist rule of law will continue to improve and the democratic rights enjoyed by the Chinese people will be broader and further substantiated and more effective," Cai said.

Calling political restructuring "an important part" of China's comprehensive reform, Cai said the Party has always been placing political structural reform in an important position of the country's overall reform.

When conducting political structural reform in China, the Party has to take into consideration the national reality and unswervingly stick to the right path made by the Party and the people amid long-term practice.

"We should not be intimidated by any risk or be confused by any distraction," added Cai.

When asked about intra-Party construction, Cai said the Party needs to keep pace with the times and improve intra-party democracy as intra-party democracy is the Party's lifeline.

The Party's National Congress is held once every five years and this year's meeting will usher in a new generation of top Party officials.

In addition to selecting members of the Party's 18th Central Committee and Central Commission for Discipline Inspection, the 2,270 delegates hear and deliberate over the work of the Party over the last five years, a Party discipline report and revisions to the Party Constitution.

A preparatory meeting of the congress has appointed Vice President Xi Jinping as the secretary-general of the event.
