Cop locked up tycoon for 941 days
A POLICE chief in Shanxi Province framed a businessman and detained him for two and a half years because he refused to pay 2 million yuan (US$292,872) in bribes.
The case in 2005 in northern China's Datong City only came to light after police chief Gao Jianxun was put under double designation status for covering up a deadly mining accident five years ago, Beijing Youth Daily reported today.
Double designation is when a Party official is ordered to answer allegations of disciplinary violations or corruption at a designated time and place.
The victim, businessman Zhang Zhibin, said he received a phone call in July 2005 from a police officer. The policeman said his boss Gao heard Zhang had made a fortune from selling fake lubricating oil and would like to "borrow 2 million yuan" from him.
Zhang told the newspaper he was furious, telling the officer that he never sold any bad oil. He said the police chief told him to be careful in Datong if he refused to pay.
A month later, more than 20 police officers raided Zhang's factory, arresting more than 10 workers and eventually detaining Zhang, the report said.
Gao, then in charge of economic crimes, met Zhang in detention. Smiling, he told Zhang: "I told you to be careful. How hard is it to get 2 million yuan?" according to the newspaper.
Zhang was found not guilty in court for lack of evidence after being detained for 941 days. He told the newspaper he was broke after police seized more than 20 million yuan worth of assets and sold them cheaply.
In December 2009, Datong prosecutors ordered police to compensate Zhang 7 million yuan for his loss. So far, not one cent has been paid.
