County publicly rates its residents A-D
OFFICIALS in an east China county have defended publishing ratings on each of its 1.3 million residents, with points deducted for breaking traffic rules, paying bills late and having extra children.
The system, which cost Suining County in Jiangsu Province's Xuzhou City 800,000 yuan (US$117,181) to develop, was designed to encourage people to behave properly and stay honest, official Zhu Pinwu told today's Nanfang Metropolis Daily.
In the latest evaluation report published on the March 22 issue of the newspaper Suining Today, residents are rated from A to D.
Those rated A or B will get favorable policies when applying for business licenses, car licenses, banking loans and education, Zhu added. Only 24 people have been rated C or D.
Zhu dismissed breaches of privacy, although the list also contained names and addresses. He said the government had been careful in publishing the information and had withheld details of criminal records such as prostitution.
