Couple fined 1.3 million yuan for second child

A couple who violated China's one-child policy has been fined 1.3 million yuan (US$204,800), the biggest fine levied by authorities in Rui'an City, east China's Zhejiang Province.
The couple gave birth to a daughter in February after having a son in 1995. They were fined because they are not qualified to have a second child, Wenzhou Evening News reported yesterday.
Local regulations say the amount of the fine should be four to eight times the average annual income of local residents and family planning authorities have flexibility in meting out penalties.
Because many violators are rich families in Rui'an, they are given the maximum fines, a local official told the newspaper.
Rui'an is in the administration of Wenzhou City, which boasts many wealthy entrepreneurs. Nearly half of Wenzhou's families have two kids and over a dozen couples have been fined more than 1 million yuan.
The previous record fine, 1.25 million yuan, was also imposed on a couple in Rui'an in April.
