Couple's baby bid will cost them dear

A COUPLE who had eight test-tube babies may have to pay more than 10 million yuan (US$1.6 million) in social fostering fees, sums charged for children born outside China's one-child policy.

The couple, from Zhaoqing City in southern Guangdong Province, had tried for a baby for several years before turning to in vitro fertilization, yesterday's Southern Metropolis Daily reported.

In order to guarantee success, eight embryos were placed in the uterus of the wife and two surrogate mothers.

In 2010, the wife had three babies in Hong Kong and the surrogate mothers produced five babies, said Zhang Lifeng, a section chief with Guangdong's health supervision institute.

The five children delivered by the two surrogates were considered a breach of the country's family planning policy, the Guangdong Family Planning Commission said.

The couple, who were not named in the report, are said to be able to earn more than 1 million yuan a year and will be charged at least 5 million yuan and up to 10.1 million yuan according to local rules, the newspaper said.

Each province and city sets its own social fostering fee.

In Zhaoqing, both the husband and wife having a second child have to pay three to six times the previous year's average income. If the couple's annual income exceeds the area's average income, they have to pay more.
