Couples told not to rush for second kid
Couples eligible to have a second child need not rush into adding a new member to their family, the National Health and Family Planning Commission said over the weekend.
Under a new family planning rule, couples in which one spouse is an only child will be eligible to have a second child. Previously, couples could have a second child under a few conditions including if both spouses were from a one-child family and the first child had a non-inherited disability. In rural areas, couples are also allowed to have a second child if the first one is a girl.
The new policy will likely take effect early next year, however a commission official told CCTV that it will be up to each province, municipality and region to set the timetable for its launch. Factors such as the local population, economy and social situation need to be considered before the policy takes effect, the official stressed.
Officials added although there is no unified launch for the rule, there should not be a big interval between its introduction around the country.
The commission’s Yang Wenzhuang said some governments have completed preparations and will introduce the new policy early next year after passing all necessary procedures.
Yang also said education, health and other departments should coordinate better to ensure enough hospital beds for pregnant women and schools for children.
Officials from the Shanghai Health and Family Planning Commission said previously eligible couples would be in violation of the law if they had a second child before the new rule takes effect.
