Crackdown on fake ID papers bags 176 cops
A TOTAL of 176 police officers and 57 temporary workers have been punished for issuing illegitimate ID certificates to citizens seeking extra government entitlement, the Ministry of Public Security said yesterday.
The violators, including 64 who were charged with criminal offenses, were identified during a campaign launched last year to clean up duplicated ID numbers and multiple residence registrations, it said in a statement.
“Some were honest mistakes ... but others were the result of police officers using professional privilege to seek benefits for their connections,” Vice Minister Huang Ming said.
In China, social benefits such as medical insurance and access to basic education are allocated based on ID certificates and residence permits, or “hukou.” Such documents are supposed to be unique and should be updated as people move house or change their job.
For instance, a person who registers an urban hukou without canceling a rural residence permit would get both farmer-exclusive benefits, such as land for cultivation, and city welfare benefits.
“Police officers who abuse their positions to issue counterfeit IDs or hukou will be dismissed, without exception,” Huang said.
A database of lost and stolen ID cards will be set up this year in a bid to stop people using false identities to commit crime, he said.
The cleanup campaign reduced the number of duplicated ID numbers to 486 from 1.7 million in 2009, while 2.5 million repeat or invalid hukou were canceled.
