Daughter outraged as police officer cleared

THE traffic police from a county in southwest China were under fire after it ruled a villager, killed by a police car driven by a deputy director of the county's public security bureau, should take responsibility for the accident.

Huang Jinxi was driving a motorcycle when he collided head-on with a police car driven by Huang Chengliang on September 7, 2010. Huang Chengliang is the deputy director of the Public Security Bureau of Zhaoping County in Guangxi Zhuang Autonomous Region. Huang Jinxi died on the way to hospital, Hunan Province-based bbs.voc.com.cn reported yesterday.

The car didn't have license plates and had a flat tire, photos taken at the scene show. "A witness told me the tire was changed after the accident," Huang Hong, the victim's daughter, said.

Huang Hong was furious at the judgment, which blamed her father for the fatal accident while Huang Chengliang was cleared of any responsibility, the report said.

"The judgement was in sharp contrast to the facts," Huang Hong said. The police told her the car driver left the scene after the accident, but the report on the traffic accident said he stayed at the scene. He was driving a car without license plates, but the traffic police totally ignored it, Huang added.

The traffic police conducted alcohol test five hours after the accident, which violated policy. Huang Chengliang was treated preferentially due to his identity, Huang Hong said.

Huang Chengliang argued that the family of the victim distorted the facts. His car had a license plate when the accident happened, he claimed. The traffic police took it off after they arrived at the scene, the report said.

Driving without license plates is a crime in China. Due to the special identity of the driver, police from the same jurisdiction should avoid investigating the case so as to avoid a clash of interests, a lawyer called Li Jian from Hunan Province said.
